Tax Code of the Russian Federation

Introduction

The Tax Code of the Russian Federation (Nalogovy Kodeks) governs the Russian tax system. Part One establishes general principles, taxpayer rights, and enforcement. Part Two addresses specific taxes.

Individual Taxation

Russia imposes a flat personal income tax rate of 13% (15% on income exceeding 5 million rubles). Residents are taxed on worldwide income; non-residents on Russian-source income. Social contributions are paid by employers.

Corporate Taxation

Corporate profits tax is 20% (3% to federal budget, 17% to regional budgets). Reduced rates apply to certain activities. VAT is charged at 20% standard rate, 10% for essential goods, and 0% for exports.

Tax Administration

The Federal Tax Service (FNS) administers tax collection. Taxpayers may file electronically. Tax audits may be desk-based or field audits. Taxpayers have rights to appeal assessments.
