Article 87a(1) provides: &ldquo;The Federation shall establish Armed Forces for purposes of defence. Their numerical strength and general organisational structure must be shown in the budget.&rdquo; This provision establishes the principle of <strong>Parlamentsheer</strong> (Parliamentary Army), under which any deployment of armed forces requires prior parliamentary approval. The <strong>Bundesverfassungsgericht</strong> (Federal Constitutional Court) confirmed in its landmark <em>Out-of-Area Deployment</em> decision of 12 July 1994 (BVerfGE 90, 286) that deployments outside NATO territory require the constitutive consent of the Bundestag.</p>
