The <strong>Standing Committee of the National People&rsquo;s Congress (NPCSC)</strong> enacts energy laws, while the <strong>State Council</strong> and its subordinate agencies — principally the <strong>National Development and Reform Commission (NDRC)</strong> and the <strong>National Energy Administration (NEA)</strong> — issue regulations, administrative measures, and policy documents that constitute the operational legal framework. The <strong>Five-Year Plans</strong> (the 14th FYP, 2021–2025, and the 15th FYP, 2026–2030) serve as overarching planning instruments, translated into law through targeted legislative amendments and State Council opinions.</p>
